The New York State Department of Social Services (NYSDSS) was renamed in 1997 as the
New York State Department of Family Assistance, within which were established two autonomous offices: the
Office of Children and Family Services (OCFS) and the
Office of Temporary and Disability Assistance (OTDA), each headed by a Commissioner, who together constitute an inter-office coordinating council. See
